Public tasks
Public tasks (or open tasks) is about having, through more or less brainstorm, a listing of things that need to be done inside a group - project - community for improving it which everyone, being a member of the group who created that task or not, is allowed unrestrictedly to do it - them.
Public tasks is a necesary condition for a Free project.
